Moral Obligation for Society to Provide Health Care

Is there a moral obligation for society to provide adequate access to health care for all its citizens? There is a need to improve Health Care in America using moral and ethical theories. This is not to advocate a "Universal Health Care Policy" or to argue whether or not Health Care is a "red" (Republican) or "blue" (Democrat) issue. The need to improve our Health Care system is a universal right that every American deserves and guaranteed under the constitution - yet it has not been fixed or improved.
